The Predictive Tensor Control Plane (PTCP) improves data networking performance by acting as a priority-aware mission fabric that coordinates network, compute, and storage resources to ensure essential services survive under severe stress. Driven by the PTCP AI Factory, the system applies declared mission priorities to protect compact, time-critical information—such as track state, identity, timing, and service health—while keeping high-volume bulk media staged locally until network capacity permits transfer. To enforce these priorities, PTCP utilizes a deterministic local fast path operating near enforcement points like DPUs, SmartNICs, or gateways, applying pre-compiled policies that include class marking, rate limiting, queue intent, and bounded isolation. Furthermore, it reduces congestion and queue amplification by actively selecting alternate pre-approved network paths based on real-time capacity, policy, and trust metrics. By prioritizing essential metadata over bulk content and enforcing strict local queue management, PTCP prevents network saturation and ensures that critical digital mission threads remain available even when bandwidth is severely constrained.
